Retailers in first two U.S. cities to prohibit the sale of tobacco products share their experiences
In-person interviews with owners or managers of tobacco retailers in Beverly Hills and Manhattan Beach, CA–the first two US cities to prohibit the sale of tobacco products–described retailer experiences 22 months after ordinances were implemented January 1, 2021. Experiences of the 22 retailers who were interviewed varied by type of store where they worked. Managers at large chain stores reported no problems adapting to the new law and little effect on sales, while most managers or owners of small, independent retailers reported losses of both revenue and customers. They expressed dissatisfaction with the laws, their exemptions, and the small area the laws covered, making it easier for buyers to purchase tobacco elsewhere (Beverly Hills and Manhattan Beach are entirely surrounded by communities that do not prohibit tobacco sales). “Planning for tobacco sales ban or retailer reduction policies should include considering impacts on small retailers,” the authors concluded. “Adopting such policies in as wide a geographical area as possible, as well as allowing no exemptions, may help reduce opposition.” Read the paper.
