This case study tells the story of the development and implementation of Saint Paul, Minnesota’s 2021 comprehensive retail tobacco ordinance. The case study details the policy development process; highlights the important partnership among the Association for Nonsmokers-Minnesota, the Saint Paul City Council, and the Center for Prevention at Blue Cross and Blue Shield of Minnesota; and shares lessons learned for other cities considering similar policies. St. Paul’s policy package addressed minimum price, retail licensing, price promotions and coupons, youth access, and product definitions. Early evaluation results suggest that the policy has been very effective in reducing the number of stores selling low-priced cigarettes.
